Justice Maynard was Tug Valley Chamber of Commerce President from 1968 to 1970, then graduated from West Virginia University Law School in 1974. After a few years of private practice, Justice Maynard was elected Prosecuting Attorney of Mingo County before being appointed as Judge to the 30th Circuit by then Governor John D. Rockefeller IV.

Justice Maynard was elected to the West Virginia Supreme Court of Appeals in 1996.

During his Supreme Court campaign, Justice Maynard said, “Judge-made law is one of the primary reasons for West Virginia’s extraordinarily high insurance rates.” He also stated, “We have too much silly and frivolous litigation. If the Supreme Court would allow trial judges to have the power to throw out silly suits, it would help the problem immensely.
