Justice Starcher graduated from West Virginia University
Law School in 1967.
He was in a private practice until 1976, when he was elected
Circuit Judge of Monongalia County, where he served for 20
years.
Justice Starcher was elected to the Supreme Court in 1996.
During his campaign for the Supreme Court, Justice Starcher
faced ethics charges due to a letter he wrote to the labor
council for Marshall, Wetzel, and Tyler counties indicating
that labor would like the kind of decisions he would make
on the court.
Justice Starcher told Delegates of the House Finance Committee
in 2003 that he would not be seeking re-election when his
term expires in 2008.
Justice Starcher has been reported
in the media to have publicly derided a coal company and sworn
at a legislator.
